Gov Otu Deepens Asset Recovery Drive, Empowers LG Committees to Reclaim State Properties

Governor Bassey Edet Otu has reaffirmed his administration’s unwavering commitment to the comprehensive recovery of public assets belonging to Cross River State, describing the initiative as a critical step toward revitalizing the state’s economy and restoring public confidence in governance.

Speaking at the 7th meeting of the State Executive Council (EXCO) held on Wednesday at the Council Chambers of the Governor’s Office in Calabar, Governor Otu commended the Special Adviser on Asset Management and Recovery, Barr. Gilbert Agbor, for what he described as “focused and painstaking efforts” in reclaiming government-owned properties.

“The recovery of our assets is not just a policy initiative, it is a moral responsibility,” the governor stated. “Let me specially commend Barr. Gilbert Agbor for his resilience, dedication, and commitment to his mandate. His efforts have brought to light several previously hidden yet valuable assets belonging to the state. You don’t need to look far to see who is performing. Well done, Barr. Agbor.”

Governor Otu also expressed appreciation to residents who have provided credible information that has led to successful recoveries, noting that such civic engagement is vital to enhancing transparency and accountability in governance.

To accelerate and expand the recovery effort, the governor announced the immediate establishment of Asset Recovery Committees across all 18 Local Government Areas of the state. These committees will be mandated to identify, document, and reclaim all public assets, including land, buildings, and other movable and immovable properties, regardless of location.

“This decentralized approach will ensure that no part of the state is overlooked in reclaiming what rightfully belongs to the people of Cross River,” he added.

The administration’s asset recovery campaign has earned praise from governance experts and civil society observers, who see it as a welcome break from the past and a bold step toward restoring integrity in the management of public resources.

Barr. Agbor, who has led several investigative and enforcement missions, recently submitted a report detailing widespread encroachment on state-owned lands, including properties belonging to Government College Ikot Ansa, the University of Cross River State (UNICROSS), and other public institutions. The report also exposed multiple cases of fraudulent acquisition involving collusion between private individuals and compromised public officials.

With the activation of local recovery committees, the government aims to intensify efforts to trace, reclaim, and safeguard all public assets, whether abandoned, illegally acquired, or concealed under false ownership.

Governor Otu’s People First administration continues to prioritize accountability, institutional reform, and responsible resource management — key pillars in his governance agenda aimed at repositioning Cross River State for sustainable growth and development.
