From 2011 to 2015, Babs served as a Special Adviser on Finance to the Oyo State Government. He served as Head of the state’s Microfinance Bank as Special Adviser, transforming it from a $2 million loss to a profit-making entity in four years. He was also in charge of raising capital in the state, leading the state’s largest bond issue in history – a $55 billion bond programme. Babs also established the Public-Private Partnership (PPP) office and the Debt Management Office (DMO), as well as creating products to increase Internally Generated Revenue.
